Chatbot to collect lead information & response based on knowledge base

We need a chatbox implementation to replace the following legacy function:
- "Send your enquiry" form (chatbot to collect name, phone, email, service/product interested, budget, referencing material, etc)
- "FAQ" section (chatbot to respond to any visitor with the content found in our knowledge base)
What data we could provide: the existing knowledge base (faq).
You are required to deliver: development documentation, source code, and assistance in a successful deployment.
API services are at your choice but you have to provide your justification on choosing a particular service. The delivery must include a way to train the system with new Q&A, and proven working NLP. E.g. KB: Fruits are $10; Q: How much does a banana cost; A: It's $10. A little more realistic, for the same KB item, Q: How much for 2 bananas; A: It's $20.
While the chatbot could be used to answer KB question, it can be used to collect enquiry information as well. The collection of information could be done in two patterns: in-flow or progressive. "Progressive" means the conversation does not necessary in a particular flow, but Chatbot identify the intents and entities along the way and save them up, when minimum required entity values are collected, the system create a record and continue to improve this record with specified entities.
It is not necessary to include the complete trained unit upon delivery, but the training workflow has to be well documented.
