Build a website and data logging platform

I am looking for someone to build me a website with a data logging platform, shop attached to it and a simple cross-platform viewing app. I will be looking to host it on a dedicated server. It must receive data from a logging device, stoor the data, analyze and process the data using various formula and reporting the data on a web page for each individual logger in a graphical format including dials and graphs (similar to the pictures). There must be an administration section for maintenance which can access all loggers for configuration and viewing. The platform must email the customer every month with an excel compatible file containing all the reported data. There must be alarm reporting, and communication back to the hardware to trigger functions.
The system must be automatically expandable for many thousands of units.
The shop will have about 50 products for sale.
The site must be secure and compliant with the new European data protection regulations.
Th operation of the site must be fast and smooth and very stable. It must be designed in a way that it is easy to add and remove functions and processes.
The app is primarily a viewing platform which recieves alarms notifying the customer and simple operations.
There will be on-going maintenance and development work going forward to be negotiated.

Just to add more clarity, I am looking for a site similar to

with the features above, individual access pages for each user and admin access to all sections.
It should be able to receive and transmit data too and from the hardware over GET/POST method.
Data must be stored on the server for future reference and be able to be accessed by the user with a date ranged email request in excel format and to be viewed on the graphs. - $1500.0
