Following a review into Government Security, the Transforming Government Security Programme was set up to improve how departments manage internal security and risk in a complex and changing environment. As part of this programme, four Cluster Security Units (CSUs) were created.

Role Purpose:

This important post will be key in supporting programme activity to deliver and implement Cluster 2 Security Services, specifically the security help desk and engagement service. The role will also ensure that services promote and deliver HMG outcomes that raise security standards for Cluster 2 Security Organisations and wider government.

You will be highly driven and organised, developing an in depth understanding of the Programme and its objectives, and ability to manage competing priorities and tight deadlines with confidence. Your approachable and flexible outlook will enable you to take on any work across the Cluster 2 security programme and easily inspire and motivate others to deliver quality results on time. Role Responsibilities:

  • Manage project tasks, prioritise resources and monitor project progress using Cluster 2 standard tools and templates.

  • Resolve issues and conflicts proactively, utilising a creative and flexible approach to problem solving. Escalate issues where appropriate.

  • Continuous management (identification, evaluation and control) of project risk and issues, mitigation planning to minimise the impact of risk and issue resolution.

  • Manage project spend and contribute to the compilation of budgets by providing accurate financial reporting and forecasting to senior management.

  • Contribute ideas and potential solutions to challenges arising across the programme, lead engagement and support the facilitation of meetings and workshops as needed to progress service design.

  • Be able to work in an environment of uncertainty and continual change where you feel comfortable making decisions and setting direction, without having the full picture, and be able to re-focus as details emerge.

  • Establish, develop and deepen excellent working relationships with a wide range of internal and external stakeholders, including all participating organisations within the cluster and external suppliers.

  • Work with the Cluster 2 Strategic Communications Lead to manage and proactively deliver to communications strategy and planning for the project and the programme.

  • Promote common standards and alignment of policy and practice across the clusters.

  • Develop project performance reports and papers for project and programme boards, including minutes and actions.

  • Manage the work activity of an HEO Project and Communications Support Officer, ensuring the quality and timely delivery of their key tasks.

Essential Skills:

Desirable Skills:

  • Previous experience of planning and delivering change projects/programmes.

  • Working knowledge of relevant security services in Government.

  • Experience of leading the development and delivery of operational security services.

  • Evidence of having built/managed a customer focused service delivery culture.
