Introduction

The Wallich is a homelessness charity which provides support services to homeless and vulnerably-housed people. The organisation formed in 1978 in Cardiff, and now supports around 4000 people a year across the majority of Local Authorities in Wales. The Wallich's values are of empowerment and treating people with dignity, respect and an unconditional positive regard. The principles of our work are based around solution focused working, harm reduction, and the creation of an environment where the people we support are actively and meaningfully encouraged to be involved in their support, and the development and delivery of services.

Project Description

The project is located in Cardiff and works with homeless and vulnerably housed people. The service provides residential support with the aim of meeting individuals’ needs, which promote independence and lead to a sustainable move-on. The project also provides housing related support within people’s homes or in the community, with the aim of preventing homelessness and increasing independence. The project is funded through the Supporting People Programme Grant and is required to meet the Welsh Government’s National Outcomes Framework. The Framework’s four main aims are:

  • Promoting Personal and Community Safety
  • Promoting Independence and Control
  • Promoting Economic Progress and Financial Control
  • Promoting Health and Wellbeing

Purpose of Role

To provide a reassuring night time staffing presence throughout the project's dispersed properties, and to interact with service users in ways that complement the support provided throughout the day. The role will meet the housing management needs of the project ensuring the delivery of a safe, secure and effective service.

This will be achieved through the provision of psychologically informed support that enables and empowers Service Users to address housing and/or personal difficulties, build their skills and confidence, and ultimately improve their ability to maintain their current or future accommodation. This support will not create or increase dependence, it will ‘do with’ rather than ‘do for’, enabling people to improve their involvement and understanding and subsequently take control of their lives.

Main Duties, Responsibilities and Person Profile

Main Duties and Responsibilities

1. To assist in the provision of psychologically informed support to the residents of the project.

a. To provide a planned and reactive nigh time staffing presence throughout the project’s dispersed properties that promote safe, secure and stable environments.

b. To effectively respond to service user crisis or emergency using psychologically informed interventions, as instructed by the psychotherapy Specialist, and involve the emergency services where required.

c. To deliver support using a range of therapeutic skills and psychosocial interventions

d. To record and report any relevant information regarding risk and needs of Service Users, and any issues arising throughout the course of a shift, to Senior/daytime Project Staff during each handover.

e. To assist Service Users in all relevant areas.

f. To uphold and promote all aspects of delivery which contribute to a psychologically informed environment.

g. To work in partnership with outside agencies involved in the care and support of Service Users.

h. To ensure that Service Users’ needs are met through the consistent application of the Wallich’s model of support.

i. To encourage and motivate Service Users to work with their Key Workers in accessing health services, education, training and employment opportunities in line with their support plans.


2. To ensure that all Service Users are treated fairly and afforded equality of opportunity.

a. To ensure that Service Users are aware of the mission, aims and objectives, policies and procedures of The Wallich and the duties, responsibilities and obligations of staff.

b. To ensure that the service standards set out in the organisational document ‘Great Expectations’ are met or exceeded.


3. Service User Participation and Co-production

a. To promote attendance and remind Service Users’ of their appointments, various activities and events they’ve agreed to be involved with.

b. To provide encouragement on co-productive ways of working with Service Users and to ensure that Service Users are aware of all opportunities open to them.

c. To promote, advise and encourage maximum Service User involvement in the running of the organisation and individual services.

d. To assist in ensuring Service Users are consulted in relevant aspects of service management.


4. To carry out the project’s housing management functions.

a. To assist with the induction of Service Users into project and provide and explain the required information.

b. To assist with the issuing of occupancy agreements in line with current legislation/procedure.

c. To promote and encourage regular attendance at resident house meetings.

d. To address and report maintenance issues in line with the Maintenance Policy.

e. To assist with the monitoring of Health and Safety checks where required, in line with legislation, policy and organisational requirements.

f. To ensure high standards of cleanliness and hygiene are maintained at all times, including active participation in the physical cleaning of properties where necessary.

g. To assist in the collection of service charges as required.

h. To address all issues to maintain a safe and pleasant environment.

i. To assist in the implementation of the Service Users’ Warning procedure as and when appropriate.

j. To support the senior staff to manage voids across the service.

k. To ensure all of the above are carried out within required timeframes.


5. To assist in monitoring the effectiveness of the project ensuring objectives and targets are met.

a. To maintain accurate and up to date records of every aspect of Service User’s issues and support according to procedure.

b. To meet the monitoring requirements of the Outcomes Framework and other commissioners

c. To ensure personal information is processed in compliance with data protection legislation.

d. To assist senior staff with gathering quantitative and qualitative information relating to objectives and targets.

e. To ensure all project deadlines set by managerial and senior staff are met and all administrative work completed within expected timeframes.


6. To assist with the mentoring and coaching of new staff and volunteers.

a. To assist in the monitoring of work done by new staff and volunteers and to ensure that duties and responsibilities are fulfilled and obligations are met.

b. To help ensure that new staff and volunteers have a consistent understanding of the mission, values, aims, objectives and policies and procedures of The Wallich.

c. To assist in the mentoring of night staff and volunteers in line with The Wallich’s policies and procedures and to report all development needs to Senior Staff.


7. To assist in the overall running of the project.

a. To work flexibly as part of the team to ensure service coverage and that contractual obligations are met.

b. To complete work and tasks delegated from day time staff.

c. To work in line with all Wallich policies and procedures.

d. To participate in clinical supervisions with the resident Psychotherapy Specialist to address actual and potential problems to ensure high standards of practice are maintained.

e. To undertake relevant training.

f. To report to management informing him/her of issues arising during the course of the work that require policy decisions.

g. To take part in all aspects of lone working as directed by the local policy and procedure.

h. To ensure that accurate project expenditure records are maintained and that full petty cash shift handovers are completed in line with local financial procedure


8. Other

a. To work and travel across Cardiff locations, and further afield, as and when required.

b. To undertake other duties within the remit of the post.

Person Profile

1. Knowledge

a. Basic knowledge and understanding of current Homelessness Law, the Criminal Justice System, DWP Benefits, and the current legal framework within which you are expected to work.

b. A knowledge of relevant mental health and care legislation, governance and frameworks.

c. Basic knowledge and understanding of how complex needs, such as substance misuse or mental health, can affect individuals and their vulnerability.

d. Basic knowledge and understanding of housing management functions.

e. Knowledge and understanding of how your personal life can have positive and negative impacts on your own performance and attendance.

f. Basic knowledge and understanding of the need for professional boundaries.

g. An understanding of the substance use needs of service users with severe and enduring mental health needs


2. Experience

a. Experience of working with vulnerable people.

b. Experience of working with people who have severe and enduring mental health problems in either an inpatient or community setting and/or in substance use services.

c. Experience of recording your work on paper or digital systems is desirable.

d. Experience of housing related support or homelessness (this can be from a professional or personal perspective).

e. Experience of working within the Mental Health Act or other statutory legislation is desirable

f. Experience of working with diverse people in a non-judgemental way.

g. Experience of effectively dealing with challenging situations whilst maintaining professional boundaries

h. Experience of lone working on own initiative and without close supervision is desirable

i. Experience of organising resources and prioritising workloads to meet deadlines

j. Experience of building therapeutic relationships using good communication skills that show warmth and empathy.

k. Experience of using Microsoft Word, email and excel is desirable.


3. Other

a. Driving licence and own vehicle is essential.

b. Ability to communicate in Welsh is desirable but not essential.

c. Aligned personal and organisational values and an attitude which embodies the purpose of the role and vision of the organisation

All Wallich Staff are required to undertake a 5 day induction at our office in Cardiff.
