As part of the Business Area Business Operations organization, the Business Analyst provides direct program support to the Director of Programs, Program Managers, Associate Programs Managers, and Business Manager utilizing SNC’s integrated program and financial management tools. The Business Analyst partners with the appropriate corporate functional organizations to review, monitor, and control project data in support of monthly internal and external project reporting. The Business Analyst is responsible for providing support that is compliant with SNC’s Corporate Planning and Performance Measurement processes, and ultimately fulfills a key checks and balances role within the organization. This position acts as lead for all Business Area Project Analysts and provides training and daily direction on priorities. Initiative in process improvements, implementation, training and oversight is key. In addition, this role will assist in the development, review, analysis, and reporting of Business Area (BA) or Business Unit (BU) data that supports Financial Management Plans and Reviews (FMP/R) and Program Management Reviews (PMR).

In addition, this role will assist in the development, review, analysis, and reporting of Business Area (BA) or Business Unit (BU) data that supports Financial Management Plans and Reviews (FMP/R) and Program Management Reviews (PMR).

PRIMARY RESPONSIBILITIES INCLUDE:
BA/BU Program Proposal / Execution Responsibilities
Provide pricing to be utilized in proposal development including ‘what-if’ program cost analysis
Provide assistance in development of payment plans (Milestone, CLIN Liquidation, etc.) to include cash flow analysis
Assist in the utilization of product oriented or Business Area specific work breakdown structures (WBS) with responsibility assignment matrixes, WBS dictionaries, milestones, baseline establishment, and budgeting of projects/tasks
Provide assistance in timely completion of PMPs and program baseline upon Contract Negotiation
Review of Cobra budget data, ensuring budgets tie to program baseline and are not exceeding contract value
Work with PMs, APMs, and PAs to complete program statusing, and ETC forecasting, resulting in accurate Program and Resource projections
Develop management by exception reporting and provide analysis for senior management review
Generate contractually required cost performance reports
Provide notification to the Contracts department on limitation of cost or funds as required by the contract

BA/BU Program Monitoring and Controlling Responsibilities
Provide Earned Value Management guidance, support, and reporting in accordance with established internal process and/or external requirements
Provide detailed cost/schedule performance reporting including variance analysis
Ensure accuracy of all program projections
Perform analysis and provide associated cost, performance, resource, non-labor commitments, actuals, and trend reports
Provide assistance in accurately claiming Earned Value

BA/BU General Business Area/Business Operations Support Responsibilities
Provide support to the BA/BU Business Manager in the development, review, analysis, and reporting of FMP/FMR and PMR data
Provide daily direction on priorities to project analysts and provide oversight of all data and processes
Conduct month over month and baseline analysis of impacts to revenue and business base due to changes in forecasted awards and active programs
Review and provide analysis on accuracy of resource projections and utilization
Complete data quality checks
Provide supplemental project comments to support accurate revenue recognition and timely billing completion
Support with training and development of new analysts
Support the Business Manager in reviewing monthly updates to Orders Forecast inputs by ensuring accuracy in projected start dates, period of performance, and contract awards
Ensure all program data set up is accurate and aligned with contract requirements throughout all required systems

BA/BU Collaboration and Representation Responsibilities
Participate in role specific working groups
Partner with other Business Areas and Corporate Functional groups on process and tool improvement as it relates to the Business Analyst role

ADDITIONAL RESPONSIBILITIES INCLUDE:
Punctuality to work each day and prepared to work scheduled work hours
Other duties as assigned

Responsible for thoughtful adherence to all SNC Policies, Procedures, and Compliance regulations (internal and external)

EDUCATION, EXPERIENCE AND SKILLS REQUIRED:
BA/BS in Related Field preferred
Masters degree a plus in a business related field
Effective communication with all levels of company management with the ability to interact with people in a tactful and non-confrontational manner
Familiarity with indirect rate structures
Experience in leading and training staff and implementing new processes
Capability to meet schedules and support business / program needs in a timely manner
Ability to re-prioritize workload based on changing priorities
Working knowledge of MS Project and Deltek Cobra
Extensive skills application in MS Office products and Lotus Notes
Understanding of Government Contract Pricing and general Program Management knowledge
Understanding of Earned Value Management
Strong organizational and interpersonal skills, along with strong analytical and problem solving ability
Capable of taking initiative and exercising independent judgment, with a strong desire to improve the effectiveness and efficiency of BA/BU program and financial management
